Summary of Position Function

Organize and provide oversight to the agency’s onboarding procedures for new hires, facilitate new-hire orientation and coordinate pre-hire background requisites. Provide guidance and instruction to job candidates and hiring managers; ensuring employment policies, regulations and procedures are adhered to. Provide assistance in the life-cycle recruitment of job candidates and administrative support to the HR department.

Education Requirements

Associate Degree or Bachelor’s Degree in Human Resources or related field of study, preferred

Experience

Six months (minimum) experience, working in an HR environment preferred.  One year minimum experience with Associate’s Degree, preferred

Major Duties & Responsibilities

  • Provide exceptional customer service to all employees and job candidates
  • Create and coordinate a streamlined onboarding process for all Spectrum employees, contracted workers and students.
  • Ensure new employees/contracted or temporary workers (or appropriate agencies) understand and possess the proper documentation required for new hires, are aware of their orientation schedule, and have completed all required onboarding tasks, new hire paperwork, and regulatory, policy, health and education compliance requirements to successfully meet their identified start date.
  • Communicate information regarding the appropriate onboarding process, validate and create a customized onboarding training plan with each hiring manager or partner with the appropriate training team for customized training plan prior to the individuals start date with Spectrum.
  • Survey recently on-boarded individuals, review data monthly and assess as needed for the purpose of making recommendations for process improvement.
  • Detail all new hires’ initial tasks and answering any inquiries.
  • Maintain the ‘Authorized Driver’s List’, ensuring the transportation policy is adhered to and coordinate the scheduling of driving classes as necessary
  • Oversight and maintenance of agency pre-hire background screenings for prospective employees including: Physical Exam, Drug Screen, Fingerprinting, Criminal Background History (SEL authorization), Justice Center regulations, DMV Checks, Employment Verification, References, Licenses, Education/Degree
  • Coordinate the schedule for new-hire orientations, orients new hires on agency wide policies/procedures, provide benefit information, and ensures new-hire documents (tax forms, I-9, etc.) are complete and processed. Provide new hires with manuals, guidelines, policies, benefit and tax forms as needed
  • Oversight of ACA measures (via ADP), ensuring accuracy and timely submission of end of year data.
  • Work Closely with the Justice Center to ensure OMH/OASAS Compliance.  Attend webinars or other trainings as necessary.
  • Gain a general understanding of recruiting needs; assisting, on occasion in the following:
    • Posting job openings internally and to external job boards
    • Organizing and filing applicant data
    • Networking with schools, soliciting referrals, attending career fairs and other networking events as requested, leveraging social media and sourcing passive candidates
    • Reviewing employment applications, screening candidates, ensuring all paperwork is collected, communicating with applicants throughout the recruiting process.
  • Gain a general understanding and processing of FMLA (Family & Medical Leave Act), WC (Worker’s Compensation) and STD (Short-Term Disability) – assist with processing/tracking of Leaves of Absences
